City of Morehead - New Police Department Security Installation Project

City of Morehead will be accepting proposals for the purchase and installation of low voltage alarms, door locks, and CCTV at the new City of Morehead Police Department. Firms interested in applying should contact Jocelyn Gross at 606.780.0090 or email jocelynr.gross@ky.gov.

Statements of qualifications and proposals must be received by 3:30 PM local time by Friday, October 2, 2020. The proposal must include one (1) original proposal and one complete electronic copy in PDF format on a CD-ROM or flash drive.

Questions and requests for clarifications concerning the RFP must be submitted via email to the Request for Proposal Contact at jocelynr.gross@ky.gov. Questions and requests for clarification will be received until 5:00 PM, local time, until Thursday, September 24, 2020. Answers will be posted as an Addendum to the RFP at the following URL on Monday, September 28, 2020: http://gwadd.org/rpfs-public-comment.

Mt. Sterling/Montgomery County Industrial Authority - Woodlands Industrial Park Roadway Improvements Project

The Mt. Sterling/Montgomery County Industrial Authority will accept statements of qualifications from consulting engineering firms for planning, design, construction, other required engineering, and administration related to the proposed Woodlands Industrial Park Roadway Improvement Project.

Due to the extraordinary circumstances, initiated by the COVID-19 pandemic, firms are now permitted to submit responses to this Request for Qualifications electronically. Proposals should be submitted in PDF form, not exceeding 15 single-sided pages, and be delivered to the following email address: requests@gwadd.org. Submissions must include the following subject line: “[Firm Name]: RFQ –Woodlands Industrial Park Roadway Improvement Project.”

Firms wishing to submit hard copy proposals should send five copies of their statement of qualification, not exceeding 15 single-sided pages, to Jason Boggs, Gateway Area Development District, 110 Lake Park Drive, Morehead, KY 40351. All documents must be sealed and marked on the outside “Request for Qualifications, Engineering Services, Woodlands Industrial Park Roadway Improvement Project.”

Statements should include a description of the firm’s capability and experience in the field of engineering for roadway infrastructure; resumes of individuals to be assigned to the project; a listing of similar projects along with reference information; and a description of the firm’s familiarity with the project area and the ability to provide responsive service to the Mt. Sterling/Montgomery County Industrial Authority. Firms responding to this request will be ranked according to the information submitted.

Qualification Statements will be evaluated and ranked using the following criteria:

Technical Approach/Understanding of Problem                                30 pts

Corporate Experience and Experience of Proposed Personnel           30 pts

Ability to Perform Work within Time Limitations                            25 pts

Familiarity with Local Area                                                               15 pts

A proposal review committee comprised of representatives selected by the Mt. Sterling/Montgomery County Industrial Authority will meet and rank all received proposals within three weeks of the proposal deadline. The Mt. Sterling/Montgomery County Industrial Authority will enter into negotiations with the highest ranked firm to execute an engineering services agreement. If the parties are unable to negotiate a satisfactory agreement, the second highest ranked firm will be contacted. Once a firm has been selected, all unsuccessful firms will be notified.

Anticipated sources of funding will include, but are not limited to, Community Development Block Grant (CDBG), USDA Rural Development (RD), Economic Development Administration (EDA), State Revolving Funds (SRF), Appalachian Regional Commission (ARC) Grant funds, and other sources including local monies. The formal solicitation of consulting engineering firms is being conducted to fulfill state/federal funding agency procurement requirements of, but not limited to, CDBG, USDA RD, SRF, ARC, and/or other funding sources.
