Request for Proposals – Banking Services

Gateway Area Development District (GADD) is one of fifteen (15) Area Development Districts and was established in 1969 in the Commonwealth of Kentucky for regional planning and development. In 1972, the Area Development Districts became official public agencies of the Commonwealth of Kentucky by order of the Kentucky Revised Statute Chapter 147 A. GADD is a 501c3 public, non-profit organization that covers Bath, Menifee, Montgomery, Morgan, and Rowan Counties. GADD is governed by a Board of Directors, which is comprised of local elected officials, citizens, and minority representatives; GADD’s Executive Director is responsible for the daily operations of the organization.

GADD is requesting proposals from qualified banking institutions that can provide the organization with comprehensive, high-quality banking services, competitive pricing, and a strong working relationship with its banking partner. The banking institution shall, to the greatest extent possible, eliminate or reduce manual processes and increase the efficiency, effectiveness, productivity, and customer service in the region. This request is to test the market to assure that GADD is receiving the optimum level of service at a competitive price. GADD intends to award an initial five-year contract period with the option to extend the contract annually thereafter, as recommended by GADD’s Board of Directors. GADD encourages each interested banking institution to submit the most comprehensive and competitive proposal possible. Proposals are due by May 25, 2021, at 3:30 PM ET. Failure to comply with either the electronic or hardcopy submittal instructions found within the RFP may disqualify the proposal. Information submitted in response to the RFP will not be released by GADD prior to a contract award. If a response includes trade secrets, the respondent is required to submit a non-redacted response and a redacted copy excluding trade secrets. If the respondent identifies no trade secrets, it agrees that all sections shall be made available upon public request after a contract award in accordance with Kentucky open records laws.

GADD reserves the right to reject any and all proposals, to waive any informalities, and to negotiate minor modifications of any proposal or to accept that proposal which is deemed the most desirable and advantageous from the standpoint of customer value and service and concept of operations, even though such proposal may not, on its face, appear to be the lowest and/or best price.
