Job Description

The GIS Specialist is responsible for the collection, analysis, and management of spatial and non-spatial data related to project development and administration, economic development planning, hazard mitigation planning, and infrastructure development planning as well as 911 addressing and other mapping/GIS technical assistance for local governments and stakeholders.

General Duties and Responsibilities

1. GIS Coordination: Involves spatial data management and coordination for various planning and technical assistance initiatives within the region. This duty will consist of:

§ Create, edit, manage, analyze, and submit GIS data for various local and state initiatives;

§ Produce map books, wall maps, planning maps, and other print mapping products; and

§ Collect and manage GPS data.

2. GIS Program Development: Involves identifying, initiating, and implementing special GIS services and/or products to meet planning, development, management, or operational needs for local governments, utilities, and stakeholders in the region. This duty will consist of:

§ Develop new services/products;

§ Collaborate with local governments, utilities, and partners;

§ Develop and managing ArcGIS Online data, maps, applications, tools, and dashboards; and

§ Research and investigating innovative functions of GIS.

3. WRIS Data Management: Involves collection and entry of water and wastewater project and system data in the WRIS Portal in partnership with the Community Development Coordinator. This duty will consist of:

§ Collect spatial and non-spatial water and wastewater system data;

§ Review, correct, and update spatial and non-spatial water and wastewater system data; and

§ Review, correct, and update spatial and non-spatial project profile data.

4. Transportation Planning Data Management: Involves the collection and management of data outlined in the Kentucky Transportation Cabinet’s Regional Transportation Annual Work Program. This duty will consist of:

§ Update and analyze the regional spatial and non-spatial transportation asset data; and

§ Transportation project mapping creation, review, and development.

5. KYTC Centerline Data Management: Involves completing KYTC Centerline Review and Updates in coordination with the Community Development Coordinator. This duty will consist of:

§ Review existing county road and city street centerline data with local elected officials;

§ Identify corrections and updates;

§ Coordinate updates with local elected officials;

§ Collect paperwork and supporting documentation; and

§ Collect GPS centerline data.

6. Other Duties: Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.

Physical Requirements

Sit for extended periods of time; stand and walk for extended periods of time; reach, stoop, crouch, and bend; ascend/descend ladders; fine motor skills; operate a vehicle; ability to lift and carry 30 pounds; and GPS field collection in urban and rural areas.

Sight; Hearing; Speaking

Working Conditions

Indoor office conditions; outdoor data collection or project site visits during various weather conditions and on various terrains; and possible wildlife/animal encounters during outdoor data collection or project site visits; requires intermittent standing, sitting, or stooping; work requires consistent use of computer and phone systems as well as other general office equipment; and frequent interruptions.

Availability and Travel

Normal business hours; nights/weekends (special events/training/local meetings); regular travel within region and state; occasional travel outside of the state; and able to travel multiple days at a time.

Tools, Equipment, and Vehicle Use

Standard office equipment (computers, printers, scanners, phones, etc.); fleet/personal vehicle(s); cellular/tablet device; and Trimble Geo7X / Trimble R2 GPS collection equipment

Minimum Qualifications

Education: Bachelor’s degree or higher in government, history, geography, business administration, public administration, English, engineering, accounting, economics, or another related field.

Certification and Trainings: Valid Driver’s License required. CDBG Project Administrator Certification must be acquired and maintained after hiring. The employee will be expected to attend professional development trainings related to specialties. Any classes, training, or certifications related water, wastewater, and/or transportation infrastructure, strategic planning, or project management, preferred, but not required.

Experience: Entry – Intermediate Level Position. Two (2) or more years of related experience and/or related internship.
